Who works out the grant?
In accordance with paragraph 17 of Article 47 of the Law “On Education” of the Republic of Kazakhstan, mandatory three-year service after completing the organization of higher and (or) postgraduate education is assigned to citizens of the Republic of Kazakhstan who have studied on the basis of a state educational order in:
- within the quota for pedagogical, medical, veterinary and agricultural specialties, they are required to work respectively in educational organizations, healthcare organizations, in departments of government bodies operating in the field of veterinary medicine, in veterinary organizations and organizations, regardless of the form of ownership of the agricultural profile, located in rural areas ;
within the quota established by subparagraph 6) of paragraph 8 of Article 26 of the Law, for training in pedagogical, technical and agricultural specialties, they work in the regions, the list of which is defined in Appendix 1 to these Rules, for at least two years after graduation from the OVPO
- educational grant for pedagogical and medical specialties in educational organizations and healthcare organizations;
educational grants for all other specialties are worked in organizations, regardless of the form of ownership (since 2017, admissions, young specialists);
Doctors of Philosophy PhD work in organizations of higher and (or) postgraduate education or scientific organizations;
The following are exempt from service:
- if there are no vacancies in the locality at the place of residence, work or service of the spouse;
disabled people of groups I and II
- persons enrolled in master's, doctoral, and residency programs;
pregnant women, a parent raising a child under three years of age on their own.
When does mining start?
The graduate must begin working on September 1 in the year of graduation from the higher educational institution and provide a Certificate of Employment to the Financial Center;
What measures are taken in case of failure to fulfill work obligations?:
JSC "Financial Center", as the operator of an authorized body in the field of education, ensures monitoring and control over the compliance of graduates with their obligations to work out or reimbursement of budgetary expenses in case of failure to work out;
In case of identified violations in the work process, JSC "Financial Center" works with young specialists, PhDs and doctors in the field: preparing a written notice of mandatory work, calling young specialists at the contacts they have specified, searching on social networks. And in case of failure to eliminate existing violations and/or refusal to work, work is underway to return budget funds to the state, including in court.;
